Welcome to the Residential Energy Aggregation webpage for the Sussex-Warren Area Energy Cooperative (SWAEC). The cooperative was formed in October 2016 to pool purchasing and negotiating power for better electricity supply pricing for residential customers. Since April 2017, residents participating in the SWAEC program have saved an aggregate total of over $2.6 million.
During the most recent auction on August 20, 2025, bids received were lower than the JCP&L Basic Generation Service (BGS) price-to-compare, and an award was made for a contract term beginning with residents' December 2025 meter reads and ending with November 2026 meter reads. Information packets containing detailed information about the new rate and term, outreach meeting dates, and more were mailed to eligible residents in October 2025.
The program rate for the term beginning December 2025 is $0.1474/kWh for the Standard Program Option (no additional renewable energy) and $0.14962/kWh for the Green Program Option (100% renewable energy; residents must opt in). The JCP&L BGS price-to-compare at the time of the auction was $0.156029/kWh.
You may opt out of the SWAEC Community Energy Aggregation Program at any time with no fees or penalties. To opt out, call 844-892-5653 or use the online opt-out form below. If you have any questions, contact the program's energy agents at 866-688-5197 (option 3).
Program Options & Pricing
Current Program Term — electricity supply rates effective with December 2025 meter reads through November 2026 meter reads. Supplied by Constellation NewEnergy, Inc.; JCP&L remains your utility and still handles delivery, billing, and outages.
Provides the minimum New Jersey renewable energy requirements. Enrollment is automatic.
Buys renewable electricity to match 100% of your electricity requirements.
Default JCP&L supply rate if you opt out of the program.

Program Details
What is energy aggregation?
Government Energy Aggregation (GEA) is a program created by the NJ Government Energy Aggregation Act of 2003. It lets municipalities and counties pool residential energy usage to conduct a bulk bid for the lowest possible electricity supply price.
How does the program work?
Only the supply portion of your electric bill changes. Delivery and distribution continue through JCP&L, which still handles outages and account service. All eligible residents are automatically included unless they have a third-party supplier or choose to opt out.
